Maintaining EASA Part 147 Records of Qualified Instructors, Assessors, Examiners and Invigilators

Sofema Online (SOL) www.sofemaonline.com considers best practices for managing the required records and documents related to EASA Part 147 nominated persons.

Introduction

Records of all instructional and exam invigilation staff may be maintained in digital and/or hard copy.

>> The purpose of the records is to support the scope of their authorization.
>> All records are kept up to date and securely stored under the control of the nominated Training Manager.
>> Access to the records is restricted to the Training Manager, Quality Manager and Administration Staff.

Note: Instructional staff are allowed reasonable access to their own records.

Records For administration purposes each person working for the organization has an Employee Information Sheet which contains the following information:

>> Name
>> Permanent address
>> Telephone contact number
>> Emergency contact number and name
>> Passport number
>> Starting date of employment/contract

Authorized Theoretical and/or Practical Instructors, Practical Assessors and Examiners are listed in MTOE Part 1, Section 1.5

>> The original form is kept in the personnel file in paper format. (An electronic copy may be stored as a backup).
>> A current CV is required for all Theoretical and/or Practical Instructors, Practical Assessors, Examiners and Exam Invigilators.

o The CV is required as support evidence for initial assessment, the CV must detail professional experience, qualifications, and training history as well as relevant personal details.
o At every Training Authorization renewal an updated CV should be requested and filed, this is required to support professional experience, new qualifications or change of personal details.
o Nominated Staff are also required to submit original copy of quired to submit original copy of his/her licenses, certificates, letters, logbooks etc. or any other documents that support his/her authorisation.
o Following evaluation this evidence is evaluated a copy of these documents is retained in his/her file.

Approval Document Detailing the scope of Approval.

>> Theoretical Instructors, Practical Instructors, Practical Assessors and/or Examiners are required to submit an original copy of his/her licenses, certificates, letters, logbooks etc. or any other documents that support his/her authorisation. Once these are evaluated a copy is retained in his/her file.

Maintaining Updated Records

>> All formal training events should be supported by a certificate or letter of attendance.
>> Records of Nominated Exam Invigilators should also kept.
>> Records are maintained in Secure Storage.
>> A control document reflecting the current, planned, and actual continuation training dates is maintained by the organization.
>> This document is digitally maintained, and a current printed copy is normally displayed on the organization's safety board.

This document is monitored and updated by the Training Manager and it is used for internal monitoring/compliance purposes only.

>> The Training Manager is responsible for keeping records of Theoretical Instructors, Practical Instructors, Practical Assessors and/or Examiners up to date and in accordance with this Training Procedure.
